In this game, you become one of these managers, overseeing a Roman city. Your goal? Transform your city into a prosperous and significant one, just like the glorious capital, Rome. Only the player who develops their city most effectively will earn the favor of the goddess Minerva and emerge victorious. The game concludes with the player having the most Victory Points (VP) as the winner. To amass VPs, you'll construct military facilities for military fame, develop cultural facilities to support cultural activities, and build temples while planning your city layout to honor them. However, all these endeavors demand resources and gold. And remember, buildings alone won't thrive without inhabitants. You must build living quarters to make your other structures functional.

To play Minerva, start by choosing your role as a Roman city manager. Your main aim is to make your city prosperous and gain the most Victory Points by the end of the game. First, focus on gathering resources and gold. This will let you build different types of facilities. Build military facilities to earn military fame and get Victory Points.
